"The San Francisco Plan:  Prospects and Implications"

Ken was instrumental in working with the City and County of San Francisco on the development of the recently approved San Francisco Health Care Security Ordinance, a pioneering effort in universal healthcare coverage.  He will describe the architecture and key ingredients of this plan, most importantly, its long range future and potential applicability elsewhere. Ken is the author of a number of papers that focus on low-wage work, health care coverage, labor relations and public policy, including “Declining Job-Based Health Coverage for Working Families in California and the United States," as well as a member of the Mayor's Universal Health Care Council.
