Bending Trend: How to Save $30 Million, The VEBA United Performance HMO Story

A few months ago, our San Diego Round Table Members were wowed when George McGregor, the Trust Administrator for VEBA's United Performance HMO shared with us how they got their plan to "bend  trend." Not only did the 86,000 members of The California Schools Voluntary Employee Benefits Association (VEBA) Trust get reduced premiums - originally forecast to be $12 million in savings the first year, by mid-2011, the savings were $22 million.

The second year of the program, the savings were even greater: $30 million. Even better was the illuminating - and highly entertaining - presentation George created to tell the premium escalation story from the payer's perspective, and the alarming stats on the variation of "quality" in healthcare.

How did they get those savings? To answer that question - and no doubt more you'll be posing, George will share with us:

  • How he came to develop the program, and its major elements
  • What they're doing to increase the percentage of VEBA members' correct diagnoses and effective treatments
  • How they went about building a "value-based" tiered delivery system, while still enabling "choice"
  • Who's in and who's out, and what's in store for next year

George McGregor is General Manager of the So. California Schools Voluntary Employees Benefits Association, and Administrator of the California Public Employers Employees Health Care Coalition. These organizations manage the healthcare for over 200,000 Californians.

George is also President of McGregor & Associates Inc., which provides administrative, consulting, and financial services for employer health plans. The company develops systems and solutions to assist clients with both the basic and complex administrative requirements of providing healthcare benefits for public sector trust funds, charitable organizations, union and nonunion construction trusts, and pre-paid self-directed plans.

In addition, George is the Founding Director of the California Health Care Coalition, a membership organization of employers, unions, and health and welfare funds, currently representing two million Californians, dedicated to improving healthcare quality without degrading benefits.

A Certified Public Accountant, George earned his BS degree in Accounting from Arizona State University’s W.P. Carey School of Business, in 1979. He also earned his MBA from USC’s Marshall School of Business.
