House OKs Overhaul of Patent System
The House has passed the most significant change to the
patent system in 50 years. Under the bill, experts in a
specific field would be allowed for the first time to submit
their views about pending patents before they were granted.
The measure also sets up a new procedure for reviewing
patents after they are granted as an alternative to legal
action.
Much of the bill is designed to address patent lawsuits,
which more than doubled in number from 1990 to 2005.
In addition to a change in the way damages may be
calculated, the legislation limits the ability of lawyers to
file patent suits in locations that have no connection to
the case but whose courts have previously awarded large
verdicts. Supporters hope the House vote will boost
prospects in the Senate. A similar bill passed a Senate
committee this summer. (LA Times, 9/8/07)

DOJ Finds No Need for Net Neutrality Law
The U.S. Department of Justice has dismissed the need for a
net neutrality law, maintaining that it would represent
unnecessary meddling in the affairs of telecom companies. In
a filing to the FCC, DOJ said that net neutrality would
hamper the future development of the Internet, adding that
existing competition laws would be enough to ensure that
companies would not use differential pricing to drown out
competition by buying faster access. Net neutrality, the
principle that all websites should be equally easy to view,
has long been opposed by telecom providers which would like
to charge different prices to site owners for different
speeds of access. (KenRadio's Daily Tech News Clicks,

VoIP Usage to Double in the U.S.
The number of
consumer VoIP subscribers in the U.S. is estimated to reach
23.3 million by 2011, up from 11.8 million in the second
quarter of 2007, according to TeleGeography, which also
projected that by 2011 VoIP penetration in Europe will be
about twice as high as in the U.S. (eMarketer Daily,
9/12/07)

Security of Mobile Devices Needs to be Increased
More than half of CIOs at top 500 enterprises indicate that
technical product data, sales data, and customer details are
accessible on company mobile devices, and nearly one-third
say company financial data also is accessible, according to
an Mformation Technologies survey. Many of these devices
also provide access to corporate networks. Only 12% percent
of respondents said they have a total record of the data
stored on these devices; while 6% percent reported a
corporate mobile device was lost or stolen in the past six
months. About 84% had improved authentication and security
systems for mobile devices and implemented basic password
protection; 50% indicated they are looking for solutions to
remotely lock down devices; and 60% are working with network
operators to improve security. 80% believe there is no quick
fix for mobile security; instead, they see solving security
as something for the long haul. 65% percent said the IT
department should take the lead in managing the security
solution, while 22% said it is the responsibility of the
network operators. (Manufacturing Business Technology,
